Mandatory housebuilding targets scrapped following Tory pressure

Rishi Sunak has been forced to drop compulsory housebuilding targets in a bid to halt a growing backbench rebellion, prompting Labour to brand the PM 'weak' amid criticism he has put the party ahead of national interest.

Michael Gove’s decision to water down the government’s target to build 300,000 homes every year was described as “extremely worrying” by housing campaigners but was deemed necessary to avoid a showdown in the Commons. Last month, 60 Conservatives signed an amendment calling for the mandatory target to be abolished, leading to a Commons vote on the Levelling Up and Regeneration Bill being dropped.

However, the legislation is due to return next week, with opposition to it steadily growing. The housing secretary has now written to MPs promising the target will instead become “advisory”. Gove said he recognised “there is no truly objective way of calculating how many new homes are needed in an area” but the “plan-making process for housing has to start with a number”.

The Department for Levelling Up, Housing and Communities said targets “remain an important part of the planning system”, but the government would now “consult on how these can better take account of local density”.

Concern is building in government and beyond that a softening of housebuilding targets may further fuel the disparity between supply and demand currently seen in the market.

Melanie Leech, Chief Executive, British Property Federation, said: “We have an acute lack of homes in the right places and removing mandatory housing targets will mean that we are further than ever from meeting this need and that young people and families miss out on the opportunity to have their own place called ‘home’. It also beggars belief that fewer homes will be built at a time when the economy is contracting, undermining growth and jeopardising jobs across the construction supply chain.

“Political infighting has been put ahead of the promise to build more urgently needed homes for hard-working people and families up and down the country, the very opposite of levelling up.”

Managing Director of Stripe Property Group, James Forrester, commented: “This is astonishingly negligent on the part of the government. House building has languished below the required 300,000 annual number since the 1950’s and that’s even with the focus and accountability of local authority facing targets. To remove those targets is to allow the UK’s requirement to dangle in the wind and we now have even less chance as a nation of providing adequate dwelling numbers. It’s a dumb move”.

CEO of Alliance, the Real Estate Fund, Iain Crawford, commented: “Another day, another u-turn but this one is particularly serious in that in watering down the country’s likely annual residential construction output, thousands of would-be buyers and renters are going to have less choice of home. The result will be even higher house prices as increasing demand from net positive immigration and an aging population continues to outweigh supply."

Head of UK for Unlatch, Lee Martin, commented: “Removing accountability for building at local authority level seems somewhat counterintuitive to the problem at hand. Just as the country is slowly getting to grips with higher housebuilding volume and recent completions were starting to look meaningful versus need, the Secretary of State jams that momentum into reverse and effectively kills all possibility of reaching the very levels of supply that the government itself has aimed for but missed for years. It’s hardly progress."

Simon Atha, Associate Director in Boyer’s Midlands office, said: "The change to the draft legislation will mean that local planning authorities (LPAs) will be allowed to build fewer homes than the nationally-generated figures predict are necessary, provided they can show that meeting the target would significantly change the character of an area. Since any new development inevitably changes the character of an area, this significant amendment to the draft legislation looks set to substantially reduce housebuilding growth up and down the country.

"The seemingly intractable problem of determining ‘fair’ targets will be passed to LPAs, further politicising the decisions taken, while inevitably reducing the number of homes built and exacerbating affordability issues throughout the country.

"Not just content with removing nationally set housing targets, the backbench rebellion has led to the proposed ‘character test’ in planning. This is another example of out-of-touch NIMBY politicians seeking to block legitimate housebuilders from delivering much-needed new homes. Introducing ‘character’ as a test for granting planning permission is subjective, it encourages anti-housebuilding prejudices and it biases legitimate planning considerations.

"The Government’s latest approach to housing targets will only exacerbate the housing crisis and add to issues of affordability, locking out a generation of people from being able to buy their first home.

"Despite the predicted adjustment in house prices in 2023, the housing market remains one of the greatest catalysts to economic development and, as the Levelling Up Bill states, combined with an appropriate investment in employment and transport infrastructure, can kick-start growth in the parts of the country that need it most.

"Unfortunately it is now clear that by giving in to the rebels on housing targets the Government has shown it is not committed to delivering economic growth or tackling the housing crisis through ‘levelling up’. Whilst this may appease a small vocal minority, the Government’s approach is unhelpful to those in the housebuilding industry and most importantly those many people in desperate need of quality and affordable housing."
